The City of Cibolo proudly announces a groundbreaking Comprehensive Settlement Agreement (CSA) with the Green Valley Special Utility District (GVSUD), following the City Council's approval at the April 23^rd City Council meeting and GVSUD’s Board of Directors approval at their April 25^th board meeting. The agreement outlines the terms between GVSUD and the City for the transfer of wastewater service area between the two entities. The City of Cibolo will assume the responsibility of being the retail wastewater service provider across approximately 3,200 acres or five square miles.

This strategic move focuses on the region south of FM 78 South to IH-10, representing a crucial step towards facilitating future quality growth. At present, Cibolo's city limits are slightly more than 20 square miles. The agreement targets a 5-square-mile area, mostly outside of the city limits, laying the foundation for enhanced services and fostering sustainable development in the community. Working collaboratively with the GVSUD Board of Directors to facilitate the transfer of the wastewater Certificate of Convenience and Necessity (CCN), the City Council is committed to ensuring an efficient transfer process.

"The City Council supports this responsibility and recognizes it means we as a community need to plan for future growth that will support this investment in a new wastewater system," said City Manager Wayne Reed. This agreement comes at a time when the City is updating its Future Land Use Map (FLUM) and will assist the City in planning the wastewater infrastructure necessary to support new growth and development.

To commemorate this occasion, the City hosted a ceremonial signing of the CSA on Friday, April 26. "It takes the right leadership to get things done, and we have the right leaders here to make this possible. Our staff and our Board have worked tirelessly to get us to this finish line, and I’m glad that we were able to make it happen. There’s nothing but progress going forward for everybody," said John Frias, GVSUD Board of Directors President.

“This is a fantastic day for both the City of Cibolo and GVSUD. We couldn’t be more excited to have this behind us,” said City of Cibolo Mayor Mark Allen. “This is a good first step for us to have a good foundation on which to work together, and we look forward to a positive partnership.”

This collaboration between the City of Cibolo and GVSUD marks a pivotal moment in the city's development, reflecting a shared commitment to providing essential services for the well-being of the community as it continues to be the fastest-growing suburb in the San Antonio area.

One of the important next steps is the submittal to the Public Utility Commission to officially request the transfer of the CCN.
