H-E-B, a San Antonio-based retailer, has announced plans to construct a store in Cibolo. Here is some information on the new project.
What kind of investment will this be for the City of Cibolo?
With an initial $30 million capital investment, H-E-B’s project will create more than 350 new jobs for the residents of the region. H-E-B is also assisting the City of Cibolo with a hike and bike trail that will connect into the City’s Master Parks Trail System.
How big will the new store be?
This project will include a 110,000-square-foot store, and an approximately 55,000-square-foot electronic fulfilment center, which will support H-E-B’s Curbside and Home Delivery business. For the retailer, the fulfillment center lets H-E-B personal shoppers fill Curbside and Home Delivery orders off the sales floor, allowing for better efficiency without affecting the customer shopping experience in the store. H-E-B is expected to break ground before year’s end at the southeast corner of FM 1103 and Main Street, which is part of the Main Street Commercial Subdivision. The store is projected to open sometime in 2023.

We have performed an economic impact analysis and found the City will realize more than $5 million in new revenue over the next 10 years. This is a positive return on investment for our community,” states City Manager, Wayne Reed. “H-E-B continues to be a great business and community partner throughout Texas, and it has shown the desire to be a great asset to Cibolo.”
What is the economic impact of the project?
On Tuesday, Sept. 28, at the Regular Call City Council Meeting, the City of Cibolo City Council approved a performance-based Chapter 380 economic development agreement with H-E-B. Over the course of ten years, the agreement is expected to generate $1.5 million in property tax and $3.3 million in sales tax revenue to the City of Cibolo. Through the agreement, H-E-B is eligible to receive a maximum of $2,215,500 in incentives based upon its performance.
